Barcelona’s mayor has pledged to reduce the number of tourists allowed into the city by cutting the number of cruise ships allowed to dock and limiting the expansion of its airport. This June, Barcelona was named the number one most polluted port in Europe, especially from fumes from visiting cruise ships.

The number of visitors making overnight stays in the city grew from 1.7 million in 1990 to more than 8 million in 2016, and the number of Airbnb properties has reduced the amount of long-term property available to city residents.

One remedy to save the city’s soul started in the 1980s, when the local government conceived the idea of dividing the city into superblocks, or local communities, to reclaim the streets, reduce noise levels, and cut pollution.
